A: You could easily live in San Diego, if you had a green card, and your children could attend school in San Diego (at taxpayers expense) if they had green cards.
Paying property taxes does not entitle an alien to being a resident without a resident visa.
I have an American friend who owns a summer home in Crystal Beach, Ontario. Can he do whatever he wants in Canada? He pays property taxes on his summer home and sales tax on all his purposes at stores.
When can he get his Canadian passport? I know you don't appreciate the sarcasm, but I couldn't resist.

A: Don't move to California unless you have a job offer, the living costs over there are much, much higher than in Ohio. Plus, CA right now is suffering its worst economy in decades.
As for which city is better if you do decide to move, consider these two factors, the main business in LA is the entertainment industry and San Diego is a military town.
